Kocoglu, et intitul\u00e9 \u00ab\u00a0Vuln\u00e9rabilit\u00e9s du pilotage macro\u00e9conomique et \u00e9valuation des programmes de r\u00e9formes du FMI en p\u00e9riode de transition politique\u00a0: <em><span>Cas sp\u00e9cifique de la Tunisie et exp\u00e9riences compar\u00e9es de l\u2019Egypte\u00a0\u00bb.<\/span><\/em><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span><span>L\u2019objet de ce rapport est de combler un d\u00e9ficit de connaissances relatif \u00e0 la prise en compte des m\u00e9thodes d\u2019\u00e9valuation des r\u00e9formes. Il a tent\u00e9 d\u2019apporter des r\u00e9ponses param\u00e9triques \u00e0 l\u2019\u00e9valuation ex-post des programmes de r\u00e9formes du FMI. <\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span>Les r\u00e9sultats montrent globalement que lorsque ces programmes, bien qu\u2019appropri\u00e9s, ne sont pas toujours suivis d\u2019un effet positif sur la croissance, l\u2019explication serait plut\u00f4t \u00e0 rechercher au niveau de l\u2019effectivit\u00e9 des r\u00e9formes, i.e, de la conformit\u00e9 (compliance) des pays aux rep\u00e8res structurels (structural benchmark) des actions de politiques \u00e9conomiques contenues dans ces programmes. Les retards (ou dysfonctionnements) dans les sch\u00e9mas d\u2019impl\u00e9mentation des r\u00e9formes seraient attribu\u00e9s soit \u00e0 des conditions exog\u00e8nes aux programmes (incertitudes politiques ou s\u00e9curitaires li\u00e9es \u00e0 une variable indicatrice retra\u00e7ant les effets du printemps arabe), \u00e0 des d\u00e9fauts de gouvernance \u00e9conomique et institutionnels, \u00e0 des mauvaises allocations des ressources ainsi que d\u2019autres aspects non productifs des d\u00e9penses publiques, qui peuvent \u00eatre \u00e0 l\u2019origine du ralentissement de la croissance \u00e9conomique.
