Egypt has made significant progress in advancing the rights of the child since its ratification of the United Nations Convention on the Rights of the Child (CRC) in 1990. The Constitution of 2014 affirms the State’s commitment to the protection of children, and successive national strategies have sought to strengthen child protection, education, and health outcomes. Nevertheless, important gaps remain in the realisation of children’s rights, particularly for those affected by poverty, geographic remoteness, and other forms of marginalisation.

The global objective of this call for proposals is:

To contribute to the full realisation of the rights, dignity, and well-being of children with disabilities in Egypt, by promoting inclusive social environments, strengthening families and communities, and enhancing institutional and systemic capacities to deliver equitable and accessible services.

The specific objectives of this call for proposals are:

SO1 — To advance a rights-based approach that protects children with disabilities from discrimination, neglect, violence, and abuse, and promotes their equality.

SO2 — To foster the inclusion and participation of children with disabilities in school, peer, and community life, and to address stigma and harmful social norms that limit their development and voice.

SO3 — To strengthen the capacity of parents, caregivers, and other actors responsible for the care and development of children with disabilities, and to support family- and community-based environments that enable their well-being and full participation.

The priorities of this call for proposals

Proposals must address at least one Priority Area. Proposals addressing more than one Priority Area in an integrated manner will be considered particularly favourably during evaluation.

Priority Area 1: Human Rights and Protection of Children with Disabilities

Actions under this priority may include, but are not limited to:

• Promoting non-discrimination and equality for children with disabilities within families, schools, and communities
• Preventing and responding to violence, neglect, abuse, and exploitation against children with disabilities, including through positive parenting and non-violent discipline practices in families
• Building awareness of the rights of children with disabilities, and the capacity of community-level frontline actors — including teachers, religious leaders, health workers, and community volunteers — to recognise and uphold these rights
• Supporting children with disabilities and their families to obtain integrated service cards and raising awareness of associated rights and entitlements

Priority Area 2: Social Inclusion and Participation

Actions under this priority may include, but are not limited to:

• Supporting access to inclusive education, recreation, and community participation for children with disabilities at the community and school level
• Addressing stigma and discriminatory social norms through awareness and community engagement
• Supporting peer interaction, life skills development, self-advocacy, and meaningful participation of children with disabilities in decisions affecting them
• Facilitating inclusion in cultural, sports, and social activities

Priority Area 3: Family and Enabling Environment**

Actions under this priority may include, but are not limited to:

• Strengthening the capacity and well-being of families and caregivers of children with disabilities, including through training on inclusive caregiving, counselling, and peer support networks
• Community-based support, including practical care assistance and community-rooted rehabilitation activities.
• Improving physical and social accessibility of community spaces and local services for children with disabilities and their families
• Strengthening linkages between families of children with disabilities and existing social protection mechanisms, including Takaful & Karama supplementary payments for households with persons with disabilities, public health insurance, and other available entitlements
• Supporting caregivers’ economic resilience, including through livelihoods activities and community-based savings groups, as integrated components of broader actions supporting the care and inclusion of children with disabilities.
