Pact for the Mediterranean

Launched in November 2025, the Pact for the Mediterranean is a flagship initiative of the European Union aimed at strengthening cooperation with its Southern Mediterranean partners. Its goal is to build a more integrated, resilient, and secure Common Mediterranean Space, addressing key economic, environmental, and social challenges across the region.

To turn this vision into reality, a first Action Plan was adopted in April 2026, outlining 21 concrete actions structured around three interconnected pillars:

  • People, as the driving force for change, focusing on education, skills, mobility, culture, and youth empowerment.
  • Stronger, more sustainable and integrated economies, supporting innovation, entrepreneurship, renewable energy, and the blue economy.
  • Security, preparedness and migration management, enhancing regional cooperation, crisis response, and migration systems.

The Pact is built on an inclusive approach, shaped through extensive consultations involving institutions, civil society, youth, academia, and economic actors, ensuring that actions are grounded in real needs and deliver tangible impact.

Designed as a flexible and evolving framework, the Action Plan will be regularly updated to respond to emerging priorities and maximise its impact across the region.

Key initiatives include the development of a Mediterranean university network, programmes to boost youth employment and skills, support for startups, as well as major efforts to accelerate the green transition and improve migration management.
