Yemen Climate change: EU project assesses transparency policies and challenges in Southern Neighbourhood countries

A policy paper on Monitoring, Reporting and Verification (MRV) has been published by the EU-funded Clima South project. The paper is based on a comparative analysis of the MRV policies and frameworks of Southern Neighbourhood countries, using available public material and carrying out individual interviews with national MRV focal points.
The aim of the analysis is two-fold: on the one hand, to produce a comprehensive overview of the progress that Southern Neighbourhood countries have made in the development of MRV structures; on the other hand, to illustrate and reflect on the challenges they face with regard to the operationalization of such structures.
MRV is the core obligation of the transparency framework of the United Nations Convention on Climate Change (UNFCCC) and an important instrument for strengthening the capacity of countries to prepare for monitoring and implementation of their NDCs. As such, MRV will play a pivotal role in building international trust and confidence that the transformative climate action towards a low-carbon future called by the Agreement is taking place.
The Clima South project seeks to enhance regional cooperation between the EU and its southern Mediterranean neighbours and among the partner countries themselves (South–South) on climate change mitigation and adaptation, mainly through capacity development and information sharing.
