Governance for Employability in the Mediterranean: ETF holds event in Casablanca

Policy makers, business leaders and social partners from Southern and Eastern Mediterranean countries have met with European Training Foundation experts in Casablanca, Morocco for a four-day event on the work of the EU-funded Governance for Employability in the Mediterranean (GEMM) initiative.

Nine pilot projects set up by participating countries were on show. The project marketplace was just one aspect of the event, which included discussions and site visits to regional employer-led training centres, key to Morocco’s national VET strategy.

Key conclusions of the event focused on governance, with the need for shared vision and common language, and a better coordination of education and training systems; on labour market information systems, highlighting the need for systemic approaches to overcome fragmentation, and focus on impact, not just outcomes; and on ensuring open access to data, and regular surveys to identify trends.

GEMM focuses on two key issues, the financing of VET and quality assurance. The project includes subnational (local) pilot project selected by the countries, mapping of governance structures and capacity building on the national level, and exchange of experience among countries on the regional level.

The European Training Foundation is an agency of the European Union established to contribute to the development of the education and training systems of the EU partner countries. With an annual budget of €18 million, its mission is to help transition and developing countries to harness the potential of their human capital through the reform of education, training and labour market systems in the context of the EU’s external relations policy.
