Yemen Impact stories in higher education policy reform: A compendium of examples from third countries neighboring the EU
The study produced by the SPHERE Team in 2020 on ‘Impacts of Erasmus+ Capacity Building for Higher Education Structural Projects ‘attested to the important interaction of the HERE and Erasmus+ projects when it comes to longer-term policy reform and also political soft power in the EU neighbourhood. It is important to recall the conclusions and recommendations of this study (based on a review of projects and focus groups with HERE and other stakeholders), and to continue to explore the notion of impact in the present – at times fragile political context.This publication is intended to be read as a compendium – a collection of short, yet illustrative case studies that feature tangible policy impacts in EU neighbourhood countries, inspired and often driven by the work of the HERE. Targeted at diverse stakeholders from the higher education community and beyond, but also policymakers at the EU level, it – Collects qualitative accounts, in the form of ‘impact stories’, of how SPHERE, and the HERE network more generally, has been impactful at the level of national and institutional policy for higher education in partner countries. – Groups stories by Neighbourhood region, in order to identify shared interests and perspectives. – Gives a clear and visible voice to HERE and the HERE Teams, so that their success stories can be more widely promoted on international scale and towards national and EU policymakers, as well as towards their own governments.
